Topic for the 2024-2025 Year

“Policies for Narcan Use in Schools”

Drug overdose deaths in young people between the ages of 10 and 19 doubled between 2018 and 2021. Approximately 90% of those deaths involved opioids, with the most common being Fentanyl. Naloxone, known by the brand name “Narcan” is a medication that was approved by the Food and Drug Administration (FDA) designed to rapidly reverse opioid overdose. It is a nasal spray.

The State of Texas passed SB 629 that went into effect in January of 2023. It states that each school district shall adopt and implement a policy regarding the maintenance, administration, and disposal of opioid antagonists at each campus in the district that serves students in grades 6 through 12 and may opt and implement such a policy at each campus in the district, if it includes campuses serving students in a grade level below grade 6.

In this speech you are to research SB 629 and discuss whether it reaches far enough and whether it should include Charter and Private schools. Is it too vague and should it be standardized Statewide?

Eligibility

The Drug Awareness Speech Contest is open to all high school juniors and seniors. Scholarship awards must be collected no later than two (2) years following the recipient’s graduation from High School.


Application Process and Rules

Students should contact their local Lions Club to inform them that they wish to participate in the contest. Then the participant must complete the Common Contest application form, the Medical Power of Attorney Form and sign the Code of Conduct. Students may download each of these from the links below, fill them out in Adobe Reader and submit them according to the rules for the contest. Any questions should be directed to the Contest Coordinator listed above.

Claiming Your Scholarship

To collect your scholarship award, the contest winner or runner-up must submit proof of registration information from a university, college, junior college or vocational school. A formal request for payment, using the scholarship request form below, should be sent to the state office along with any supplemental information needed by the institution (i.e. scholarship forms, etc). Scholarship awards must be collected no later than two (2) years following the recipient’s graduation from High School. Send request for payment to:
